On behalf of Allan Rock, Minister of Industry, Robert Thibault, Minister of
Fisheries and Oceans and the Honourable Gerry Byrne, Minister of State for
the Atlantic Canada Opportunities Agency announced that the Cumberland
Regional Economic Development Association was selected to receive
assistance from Industry Canada to deploy broadband, or high-capacity,
Internet to nine local unserved communities.

Representatives from
the five successful Nova Scotia applicants attend an Industry Canada BRAND
forum in Port Hawkesbury on March 14th. The purpose of the forum
was to review program guidelines, business plan development, the Request For
Proposal process and overall project management with Industry Canada
representatives as well as provide an opportunity to meet with technology
suppliers, including Aliant, Eastlink, Nova Communications, Rush, and
Seaside Cable.
Business Plan Development Phase The Cumberland BRAND Committee selects a consulting team to develop a broadband business plan for rural Cumberland communities (through an RFP process). The business plan will be submitted to Industry Canada by the May 22, 2003 deadline to compete for implementation funding.
CREDA and the consulting team are in the process
of gathering the required information for the business plan. There is a need
for significant community consultation and support in order to prepare a
strong business case. CREDA will provide opportunities for the public to
demonstrate their interest regarding broadband Internet services.

Industry Canada announces recipients of first-round funding for Broadband business plan development. There were 89 successful applicants from across Canada with CREDA’s application being one of five selected from Nova Scotia. Seed Funding Phase CREDA is selected as the ‘community champion’ as required by BRAND Program guidelines in order to be eligible for the funding competition (more information on the role of the community champion can be found in the news releases from Industry Canada and CREDA). A working committee is formed with the task of preparing an application for the BRAND Program within a very short timeline. The Cumberland BRAND Committee consists of county council members, local IT business proprietors, community representatives, and CREDA staff. CREDA submits an application to the BRAND Program on behalf of rural Cumberland communities. There are 222 submissions from across Canada.
Industry Canada launches Broadband for Rural and Northern Development Pilot Program (BRAND). The program will use a competitive process to support the deployment of innovative and sustainable broadband services to Canadian communities that currently have no high-speed Internet access. Priority will be given to unserved First Nation, northern, remote and rural communities. Deadline for submission of applications to receive funding for business plan development is October 31, 2002.
